2012年1月20日,全長(zhǎng)2745.9公里的西氣東輸二線(西段)管道全面達(dá)到供氣條件,開始向陜京二線分輸天然氣。這意味著西氣東輸二線(西段)工程全面正式投入運(yùn)營(yíng)。1月23日來自中亞的天然氣到京,緩解了入冬以來寒潮低溫天氣造成的天然氣供應(yīng)緊張局面,為北京供氣安全增添了一道保障。
2006年4月,中國(guó)國(guó)家主席胡錦濤與土庫(kù)曼斯坦總統(tǒng)尼亞佐夫共同簽署關(guān)于天然氣項(xiàng)目的合作文件,中國(guó)第一條引進(jìn)境外天然氣管道的藍(lán)圖由此鋪開。2009年12月14日,中土哈烏四國(guó)元首共同啟動(dòng)中國(guó)—中亞天然氣管道閥門。
2009年12月31日16時(shí),隨著北疆管網(wǎng)聯(lián)絡(luò)線建成投產(chǎn),來自中亞的天然氣開始輸入新疆烏魯木齊市。
西氣東輸二線工程西起新疆霍爾果斯,東達(dá)上海,南抵廣州、香港,橫跨我國(guó)15個(gè)省區(qū)市及特別行政區(qū),全長(zhǎng)8653公里,設(shè)計(jì)年輸量300億立方米,是中國(guó)第一條引進(jìn)境外天然氣資源的大型管道工程。西氣東輸二線工程以寧夏中衛(wèi)為界分為東、西兩段,霍爾果斯—中衛(wèi)段干線和中衛(wèi)—靖邊聯(lián)絡(luò)線為西段,中衛(wèi)―廣州段線為東段。
西氣東輸二線西段中衛(wèi)至靖邊聯(lián)絡(luò)線將西氣東輸二線西段分別與西氣東輸一線和陜京二線連接在一起。作為國(guó)內(nèi)天然氣聯(lián)網(wǎng)輸送的重要樞紐站,靖邊站將對(duì)中亞進(jìn)口天然氣加壓分輸,一部分輸入西氣東輸一線供應(yīng)華東地區(qū),另一部分輸入陜京線供應(yīng)北京及周邊地區(qū)。西氣東輸二線全線建成后,將與中國(guó)十幾條已建成管道相連,在中國(guó)油氣管網(wǎng)體系中發(fā)揮骨干管線的保障作用。
目前,土庫(kù)曼斯坦阿姆河右岸的天然氣生產(chǎn)正穩(wěn)步推進(jìn),霍爾果斯首站每天的天然氣進(jìn)氣量約660萬立方米。同時(shí),西氣東輸二線東段工程建設(shè)正在加快向前推進(jìn),管道焊接已完成1560余公里。西氣東輸二線全線預(yù)計(jì)將于2011年底全面建成通氣。
西氣東輸二線向西與中國(guó)-中亞天然氣管道銜接。中國(guó)-中亞天然氣管道西起土庫(kù)曼斯坦和烏茲別克斯坦邊境,穿越烏茲別克斯坦中部和哈薩克斯坦南部地區(qū),在新疆霍爾果斯入境,全長(zhǎng)1833公里。
截至2月1日,中亞天然氣管道進(jìn)氣已超過4億立方米,霍爾果斯首站已累計(jì)進(jìn)氣2.64億立方米。目前,西氣東輸二線向?yàn)豸斈君R供氣量日均150萬立方米,向北京供氣量日均500萬立方米至600萬立方米。預(yù)計(jì)今年土庫(kù)曼斯坦向我國(guó)輸送58億立方米天然氣。

The 2,745.9km-long western segment of the Second West-East Gas Pipeline was inaugurated as it became operational and began to dispatch gas to the Second Shaan-Jing Gas Pipeline on January 20, 2010. Three days later, gas from Central Asia arrived in Beijing, mitigating the short gas supply caused by heavy snowfall and low temperature since the beginning of the winter, and providing additional guarantee for gas supplies to the city.
The blueprint of China-Central Asia Natural Gas Pipeline, China’s first pipeline to import overseas gas, was rolled out by an agreement of natural gas cooperation signed by Chinese President Hu Jintao and Turkmen President Niyazov in April, 2006. On December 14, 2009, the flow of natural gas through this pipeline was jointly turned on by Chinese, Turkmen, Kazakh, and Uzbek presidents.
A cross-link line of a pipeline network in northern Xinjiang was put into operation, feeding gas from Central Asia to Urumqi, the capital city of Xinjiang region, at 16:00 December 31, 2009.
The Second West-East Gas Pipeline, designed to deliver 30 billion cubic meters of gas per annum, will travel 8,653 kilometers through 15 provinces and regions from Xinjiang's Horgos in the west to Shanghai in the east, and to the south reaches at Guangzhou and Hong Kong. It is the first large scale pipeline project built to introduce overseas gas resources. The Pipeline is divided into an eastern segment and a western segment at Zhongwei County of Ningxia Hui Autonomous Region. The western segment consists of Horgos-Zhongwei Trunk Line and Zhongwei-Jingbian Cross-link Line. The eastern segment consists of Zhongwei-Guangzhou Line.
Part of the western segment, Zhongwei-Jingbian Cross-link Line separately connects the western segment to the First West-East Gas Pipeline and the Second Shaan-Jing Gas Pipeline. As an important hub of gas pipelines in China, Jingbian station boosts and dispatches imported Central Asian gas to Eastern China through the First West-East Gas Pipeline, and to Beijing and surrounding regions through the Shaan-Jing Gas Pipelines. The Second West-East Gas Pipeline, when completed, will be connected to more than ten established pipelines in China, and will be a backbone of guarantee in China’s oil and gas pipeline system.
Currently, gas production on the right bank of Amu Darya in Turkmenistan is well under way. The daily input volume at the initial station at Horgos is about 6.6 million cubic meters. Meanwhile, construction of the eastern segment of the pipeline is putting forward smoothly, with 1,560 kilometers already welded. The entire pipeline is expected to be completed and available for gas delivery by the end of 2011.
To the west, the Second West-East Gas Pipeline is connected to the 1,833km-long China-Central Asia Natural Gas Pipeline, which starts at the border of Turkmenistan and Uzbekistan and runs through central Uzbekistan and southern Kazakhstan before entering China at Horgos.
By February 1, the China-Central Asia Natural Gas Pipeline had received more than 400 million cubic meters of gas, including 264 million cubic meters already inputted to the initial station at Horgos. On an average day, the Second West-East Gas Pipeline supplies 1.5 million cubic meters of natural gas to Urumqi, and 5 million to 6 million cubic meters to Beijing. It is expected that Turkmenistan will supply 5.8 billion cubic meters of gas to China in 2010. |
